PARKING BULLSHIT TOMAS!

City officials say they have no intention of privatizing the authority -- a move that has resulted in higher parking rates elsewhere, notably Chicago --

management and control

Shall the Miami Charter be amended to authorize the City Commission, by ordinance, to discontinue the Department of Off-Street Parking (DOSP) and the DOSP board, modify the DOSP board, transfer DOSP's assets to the City of Miami (City), allow for the operation, management and control of parking facilities by
the City or DOSP, and authorize the management, lease or sale of any or all of the parking facilities to a public or private entity?

    Art Noreiga's violent defense of his $300,000 pay package makes me suspicious. How can the MPA, ie DOSP, be credible when its Chair is a lobbyist? Why do most of the contracts awarded by the MPA go to the same list of connected insiders?

    Who won the $50,000 per month contract to oversee vacant lots?

    If you decide to proceed, your research request cannot be initiated until an advance payment in the amount of $806.60 is received by the Authority’s office by check payable to the Miami Department of Off-Street Parking. Florida Statute ch. 119.07 § 4(a)(1 and 2), authorizes the custodian of public records to collect a per page charge of .15¢ (one sided) or .20¢ (two sided) for the copying of documents.

    Scott Simpson appears is a slimy character. Once known to be a person of character seems no more. Those illegitimate expenses (i.e. Miami Heat Season Tickets, Miami Dolphin season tickets, golf expenses, etc.) should have questioned and denied by Mr. Simpson. Mr. Simpson hired Diana Gomez as the Assistant Finance Director. When he left the City she was promoted to Finance Director.

    Now I can see why he hired her. THEY ARE BOTH SLIMY, TURN THEIR CHEEK THE OTHER WAY, AND ALLOW FOR MISFEASANCE/MALFEASANCE UNDER THEIR WATCH.

    Side note- Mr. Simpson can't question some of the improprieties as he benefited from it. Mr. Simpson has gone golfing and other entertainment venues with Mr. Noriega and Bredemeyer paid by the MPA.

    We would like to know if Art Noreiga and Scott Simpson and lobbyist Yami Reyes lost $7 Mil of MPA money betting on interest rates or if the amount was much more?

  15. If the city has such a financial hardship why is it that almost half the command staff is attending the IACP Conference in Orland for the next four _ five days. They are staying with thier families at the Lowes Royal Pacific at Unversal Studios, one of the more expensive hotels associated with the conference. Guess how much of the conference they will attend if they are at Universal with thier families? Not much. Not to mention each drove thier city vehicle instead of car pooling to Orlando. Just another slap in the face to taxpayers. Exposito, Cabrera, Blom, Moffett, Wysong, Martin, Babun all attended. What a scam at our expense. Exposito and Regalado have to go.

Her goal is to enable the MPA executives to continue getting overpaid and to continue giving contracts to connected insiders without public scrutiny.

  24. I think it is quite interesting how filing Financial Disclosure Forms have been instrumental in political races with certain candidates being removed from the electoral ballot in Florida. The courts ruled this to be an ethical dilemma and critical for the public to see where the candidates are receiving their sources of income. While Larry Spring is not running for office, he is a public servant required to file the very same Financial Disclosure Forms required to be filed by elected officials.

    He is in violation of the State of Florida Ethics Law.

  37. These are some of the statements and questions that have been written in different blogs on this issue, I thought I share them with all of you.

    1. Miami Parking Authority and its $296,000 per year Director keep popping up in the news.
    2. Lobbyist Jami Reyes is the Chairman of the MPA.
    3. What is the story behind the $7 mil MPA Director Art Noreiga lost several years ago on a bond scam. He lost the taxpayers $7 mil and then he gave himself a raise.
    4. Let's talk about the hundreds and hundreds of thousands of taxpayer's monies that have been misused by the Authority's Director in trips to Las Vegas, Atlantic City, exotic restaurants, private parties, golf tournaments, Miami Dolphins Tickets, Miami Heat Season Tickets etc. etc.. ?
    These are all paid for by us, the residents and taxpayers of the City of Miami.
    How about the over $100,000 that the Special Interest that control the MPA have raised for their Political Action Committee headed by a guy that do not even lives in the City of Miami?. Who is going to believe that somebody from New York cares enough about Miami resident's well being and donate $25,000.00 to the PAC?.
    Are we to believe that those special interest groups that have contributed those huge amount of monies give a crap about the financial stability of the taxpayers of this City that are losing our homes do to the economy and lack of employment?.

Tom Jalke (MPA Board Member), you are insulting mine as well as all other Miami Heat Season Ticket Holders intelligence, when you make an idiotic statement to a reporter, while representing the Miami Parking Authority such as ``To me, $4,000 to generate $250,000 is a pretty good investment,'' said board member Tom Jalke, who called the seats ``quite exclusive.''. Are you saying that just because you bought $4,722.59 a year -- on a pair of season tickets, you are generating $250,000 in yearly extra revenue?, when the truth is that we the Miami Heat fan would have use your facilities no matter what, since none of us knew that you had purchase those tickets for your own enjoyment.
    And when you said " the agency has recently begun to raffle the tickets to residents who pay for monthly parking passes", How about the last three years?....These things really disturb me, WHAT GIVES YOU THE RIGHT TO USE TAXPAYER'S MONIES TO FURTHER YOUR OWN SOCIAL AGENDA?.
    In reality I really do not care who manages those lots, as long as I have a space to park, but Mr. Jalke, you've lost all of your credibility when you lie about a simple thing like this, I wonder what excuse you are giving for the rest of the expenses.

    7. I think they should all be criminally investigated and if found that they have misused public's monies, they should all be indicted and prosecuted.

    Pretty soon even the parking meters will be singing to the prosecutors.
    8. Art Noreiga's pay and benefit package is $296,000, that we know of. Why is he spending the taxpayer's money on $500 per hour lawyers and a small army of lobbyists to make his boss, the City of Miami look bad? Is that any way to impress the higher-ups?

    9. The Herald have cited some serious misspending by the MPA.
    My question is where was the Chief Financial Officer, Scott Simpson, to put a stop to these improprieties of expenditures. It is my understanding that Mr. Simpson was the City of Miami Finance Director before taking the CFO position at the MPA.
    The Miami Parking Authority is run like a minor dictatorship. Art Noreiga only sent the City $999,000 two years ago not the massive amounts he claims. He fails to explain how he and Scott Simpson lost over $7 mil betting on interest rates. The MPA Chairperson is a lobbyist. Residents and business owners hate them. Putting parking meters on empty streets in poor neighborhoods?

  43. How about there's 11 employees making 6 figure salaries at MPA. MPA fired and laid off alot of employess because "It wasn't in the budget" but Art Noriega got his raise close to $300,000.00 A year, while the employees are going on 2 years without any raises. The only ones who got raises were the supervisors that are now called Managers sneaky way of giving them a raise saying it wasn't a raise it was a title change when it's still the same job. They're all slimy characters. they are trying to rid of full-time employees so they can hire part-time employees so they wont have to pay the benefits & save money for there lavish lifestyles. Everyone there should get investigated & the employees should all get retro pay.
